Which arbitration body is responsible for Turkish Airlines?

Turkish Airlines does not take part in the Schlichtungsstelle Reise & Verkehr scheme. The government-run Schlichtungsstelle Luftverkehr at the German Federal Office of Justice is responsible instead.
